Top menu is used to find and access everything quickly (should include a search and run tabs).

Bottom menu is active items (left) and background programs (right).

Double left-click and drag on a menu bar should make it bigger, and all the icons bigger too (if a menu has too many items it should shrink the font or icons to fit them all in - making the bar bigger will allow them to change back to their origianl size, or bigger!)

Top level menu left-clicks should open sub-menu in a new window. It can then be minimised as normal, but if closed the default behaviour should reappear.

Left-clicking sub-menu items should open a new window displaying that item. Right-clicking a sub-menu item should being up its properties.

Clock should open up a complete calendar app.

active background programs that run all the time are to the right of the bottom menu. Hover to show, and left-click to hold open (make it a window), left-click again to reattach (like minimise, except it does not minimise until to move off the icon).

Active work programs that run while you are working are to the left off the bottom menu bar. Hover to show, left-click to hold open (window), left-click again to reattach (like minimise, except it does not minimise until to move off the icon)

Active work programs should also show up in the top menu, with a box around their icon. Clicking a top menu item which is already opens means it acts like the bottom menu.

All windows can only be closed by clicking the 'x' on the window's title bar, or right-click to show 'properties', where one option should be 'close'.
